Advanced Biofuels USA Calls for Sustainable Funding for Biofuels

In the interest of brainstorming around ideas to stimulate the expansion of alternative fuel production and use in the U.S., the Advanced Biofuels USA board passed a resolution to introduce some new thinking about federal interests and potential funding sources.

The policy manifesto first took on current reality, arguing that current entrepreneurial/venture capital models are not sufficiently suited for the infrastructural and commodity market challenges unique to the biofuels industry.  Moreover, governmental incentives and funding are unsustainable and short-term.

The manifesto goes on to call for a Transportation Trust Fund (TTF), to drive investment and move primary funding out of the USDA and DOE.  The Board explains that the TTF should be funded by a $.01/gallon user fee (between $850 million and $1billion/year) and a similar fee on electricity used for plug-in vehicles.

The manifesto also criticizes current tax structures for being outdated — last updated in1993.
