We are focused on Biomass, Bioenergy and Biofuels along with advancement of the Millennium
Development Goals of the United Nations Agenda 21.  We are ready for investment and suggest that a Return on Investment is likely in our approach.  Following similar proofs of high return of loans to non-collateral borrowers (99%) from experience of the Grameen Bank we will model our activity with their methods.  Continued Education for Farmers is an existing program with the Commonwealth of Learning
and we have an understanding of possible coordination www.col.org  Other relevant research and plans
for demonstration is ramping up now and we are fully aware and applaud such things.  We have been
facilitating several education promotion and will continue.

Our physical activity is in the framework of a Type Two Partnership which has been suggested since
the World Summit on Sustainable Development held in South Africa in 2002.  Kofi Annan then Chairman
of the United Nations promoted the cooperation of Governments, Non profits and For profits for all sorts
of activity to include NGO Social Enterprise and  For profit Business that is &quot;inclusive&quot; having a Social
Mission.  The need to address the Millennium Development Goals (MDG) is well understood.  Methods
to do mitigation of the goals exist with many opportunities for both pilot and large scale projects.  The
Finance is lacking.  The investment risk varies in location but moving from a safe area to more higher risk
location for projects can be rationalized and done when appropriate.  There is no need to have complete
scientific certainty nor complete consensus for projects with Adaptive Management.  A strong Monitoring
and Evaluation (M&amp;E) program will be implemented.  This includes Space Based M&amp;E and on the ground
as well.  Simply put our Biomass, Bioenergy and Biofuels focus will improve the atmosphere by lowering
the levels of CO2 a greenhouse gas and by doing so reduce the amount that the oceans can absorb.  Thus,
lowering the degradation by acidification of the oceans.  The trees and grasses that are planted sequester
CO2 and put it into the soil for Soil Organic Carbon(SOC).  This improves the soils several ways to include
future higher yield of other crops.  Air, Water and Earth improvement, while engagement of the people in
poverty is remarkable.  The people will be able to demand more goods and services which creates more
jobs for others.  It is anticipated realistically that Global Trade will improve.

An attached file from the United Nations Department of Economic and Social Affairs (UNDESA) Policy Brief
18 is attached which shows support for the Center of Excellence in regional areas that is supported by the
concepts of the World Energy Council www.worldenergy.org and of our team at the Sustainable Energy
Center of Excellence.
